DHS is inviting your input and feedback on the proposed 2016–18 Child Care and Development Fund (CCDF) Plan. The CCDF Plan describes how state and federal funds will be used to improve the health, safety, and quality of child care and development and documents how our state will help low-income families access care for their children.
Due to the 2014 reauthorization of the Child Care and Development Block Grant (CCDBG), there are significant changes which impact licensing, child care provider requirements, and the Child Care Assistance Program (CCAP).

The Licensing Division of the Minnesota Department of Human Services, Office of Inspector General would like to invite you to attend a meeting on August 10th at 6pm to discuss Minnesota’s implementation of the Federal Child Care Development Block Grant. DHS Licensing staff will provide an overview of the new federal health, safety, and licensing requirements and then facilitate separate detailed discussions of the implications for family child care and child care centers
The CCDBG will impact many aspects of child care in Minnesota, but this meeting will focus on the Block Grant’s requirements for health, safety, and licensing for child care centers and family child care.

End of 2015 Session notes and successes from MLFCCA!
MLFCCA’s Public Policy Committee has some great news to share! Two of our bills were signed into law on May 22, 2015 and will bring some much-needed relief to many providers. These changes will take effect on August 1.
No More Attendance Records for Food Program Participants Starting Aug. 1!
Last year, DHS notified providers that they must keep daily attendance records for children on the USDA Food Program, which included first and last name as well as time in and out for each day. Thanks to MLFCCA’s efforts with this legislation, providers will now only be required to keep attendance records for children whose care is paid for by the state (CCAP, scholarships, etc.).
Pre-licensure training requirements have been clarified to protect existing providers!
Before our bill was signed into law, providers who closed their business for short periods of time or who moved from one county to another were expected to go through all of the pre-licensure training requirements. This bill clarifies that providers who close their business/license for a period of less than 12 months or move from one county to another do not need to fulfill pre-licensure training requirements.
Both of these bills were written and proposed by MLFCCA’s Public Policy Committee based on feedback and concerns from our members, collected through our fall legislative survey. FCCI is working closely with our state association, MLFCCA, this legislative session. Please keep up to date via www.mlfcca.org or on facebook "Minnesota Licensed Family Child Care Association." Representative Mary Fransen and Senator Carla Nelson are introducing legislation on behalf of MLFCCA.
SF 913 is remove pre-licensing training requirements for providers whose license lapses for under a year for reasons such as moving within the county or state, or things like a medical leave, if the providers training was current when providing care.
